Evin Planto offers IZ Technologies’ clients the benefits of over two decades of telecommunication experience in the design, implementation, and operations of large commercial and military communication infrastructures. He has built strong relationships within the Departments of Defense and State, having worked in the Headquarters of the Department of the Army, Multi National Force – Iraq as Communications Director for the International Zone. In this capacity, COL Planto provided direct support to over 5500 customers throughout Iraq, including landline and GSM mobile telephone service, data communications, video teleconferencing, and associated reach back capabilities to military, ambassadorial, and senior executive personnel. As Tactical Information Assurance Officer for the Army in the Pentagon’s Army Operations Center, he coordinated the development, assessment and integration of information systems protection mechanisms, tools, devices, procedures, policies, plans and resource documentation.
Mr. Planto’s private sector experience includes service as Director of Information Technology for Repeater Technologies, Incorporated, where he developed a state of the art information technology organization incorporating a corporate ERP system, web based data reporting, clustered servers, network security systems, high speed switched networking, network/server monitoring, and IP based phone communications.
COL Planto’s last assignment was serving in the Army Reserve as Area Theater Signal Officer of the 311th Theater Command (Signal), COL Planto assisted in the development and implementation of the transition communication architecture for the first Army Reserve unit to convert to round the clock operations.
Mr. Planto received his Bachelor of Science in Computer and Information Sciences from Trinity University in San Antonio Texas and is a Certified Information Systems Security Professional (CISSP).
MG Donna Dacier, U.S. Army (Ret.)
MG Donna Dacier, U.S. Army (Ret.), brings over 34 years of experience as an Army communications officer and senior leader. She has provided executive leadership of small to large-size organizations, including tactical and strategic telecommunications and data networks providers in Southwest Asia, where she oversaw the operations and expansion of the largest wartime military communications network. MG (Ret.) Dacier also served as the Senior Commander, Chief Information Officer, and Designated Approving Authority for the US Army Pacific command.
In addition to her expertise in the telecom/information technology domains, MG (Ret.) Dacier has extensive experience at the Departmental level in strategic planning, force management and organizational design, the Army and DoD requirements and resourcing processes, and program analysis and evaluation of Army programs.
MG (Ret.) Dacier graduated from the Industrial College of the Armed Forces, earning an MS in National Resource Strategy and an MS from Boise State University in Instructional and Performance Technology. She retired from the Army as a Major General, and is a veteran of Operations Enduring Freedom and Iraqi Freedom.
